                            - A laserwire is a device to measure the transverse size of high-energy micron-scale relativistic particle beams without disrupting them with a physical object. This paper outlines the design, operation and performance a near diffraction limited laserwire using transmitting optics. The ATF laserwire collided a high-power pulsed laser with a relativistic electron beam. This measured beam size met the technical goals for measuring the transverse beam phase space for a future linear electron collider.  This work is a proof of principle to next generation Compton X-ray generation devices which are being developed for fundamental science, imaging and medical applications.
